Ukrainian President Volodymyr Zelensky is scheduled to travel to Munich on Saturday while relations between Russians and Ukrainians remain tense. NBC News has also learned from four sources that the Joe Biden government does not consider that Zelensky will be arriving at the International Conference on International Security Policy (MSC) in Munich this weekend.
